I am trying to join Continent Domination but it won't let me, why is that?

You cannot join Continent Domination unless you've deployed troops before the start of the round. Similarly, you cannot deploy troops during an ongoing battle round. You should be able to join the next battle rounds as long as you deploy troops before the start of each round.
